You are a semi-advanced user. This means you may upload and reupload files. I'm not sure what reupload means, but you can do it.
Do not upload copyrighted files. Any files you upload must be in the public domain, or must be your own creations. If they are your own creations, you give RGR eternal rights to use the uploaded file(s) as we see fit, and you cannot later withdraw permission to use those files.
